Initial draft of the XML Schemas were posted today - October 14, 2005.  Comments on this draft are requested by October 31, 2005.

Glad to see Global Justice XML used to extent possible.  Concerns are about the inconsistant coding for values under any one data element for the crash data.  1, 2, and 3 digit codes are intermixed for the values within one data element. And consistancy is lacking between data elements - for example, for some data elements, the code is 3, and in another it is 03.  Doesn't seem to be any justification for using 3 digit codes when 2 meets the need of a data element with up to 99 values.

Mary - this is a concern with Global Justice XML, correct?  Or is it specifically with the NHTSA schema?
